What is passport size photo in mm and pixels?

The common passport size is 35 × 45 mm. At 300 DPI that is 413 × 531 pixels. Some online forms ask for a different pixel size and KB range - use the Form Photo & Signature Resizer for those.

How many passport photos fit on 4×6 and A4?

With 3 mm margins and 2 mm gaps, a 4 × 6 inch sheet holds 8 photos of 35 × 45 mm and an A4 sheet holds 30. The sheet panel shows the exact number for your settings.

Can it change the background to white?

Yes, when the photo was taken against a plain, evenly lit wall. Busy or patterned backgrounds can't be replaced reliably - retake the photo against a plain wall instead.
